Chapter Six: Postcard from the Future

In a mountain village in South Korea, in the spring of a recent year, an elementary school held an entrance ceremony for its incoming class. There was a banner, and folding chairs, and teachers in their good clothes, and a small ceremonial fuss of the kind schools make everywhere in the world on the first day. The only thing missing was children. The incoming class that year numbered one. A single six-year-old, in a uniform a size too big, sat in the front row of an auditorium built for hundreds while the adults around her went through the motions of welcoming a generation that had not arrived.

Scenes like this are no longer remarkable in South Korea. Thousands of schools across the country have closed for want of pupils; rural districts hold entrance ceremonies for one child, or two, or none, and in some the gymnasium has been quietly leased to a company that warehouses the elderly, so that the same building which once held the village's children now holds its grandparents, the playground equipment rusting outside the window of the care ward. The maternity wards have gone the same way. Across vast stretches of the country there is no longer anywhere to give birth, because there are not enough births to keep an obstetrician in practice. The country is, with great efficiency and not much fuss, running out of new people.

There is a number behind these scenes, and you should hold onto it, because it is the most important single statistic in this book. South Korea's total fertility rate — the number of children the average woman will have over her lifetime — recently fell to 0.72. In its capital, Seoul, it dropped nearer to 0.55. To grasp what those numbers mean, you have to set them against the figure that represents a society merely holding steady, replacing itself one-for-one across the generations: about 2.1. South Korea is not at 2.1. It is at a third of it.

South Korea is not an anomaly. It is a postcard from the future — mailed back to the rest of us from a few decades ahead. And the message on it is this: once you strip away everything that has been hiding the truth, the human population is not climbing toward a distant plateau. It has already begun, in the only sense that ultimately matters, to fall.


What 0.72 Actually Does

Here is what a fertility rate of 0.72 does, because the abstraction conceals a result that is genuinely difficult to believe the first time you work it out.

A fertility rate is, roughly, the number of children each woman has — so to find how each generation compares to the one before, you halve it (it takes two people to make the children). At 0.72, each generation is a little more than a third the size of its parents' generation. Start with one hundred South Koreans of childbearing age. They produce about thirty-six children. Those thirty-six grow up and produce about thirteen. Those thirteen produce about five. In three generations — a single long human lifetime, grandmother to great-grandchild — a hundred has become five. The village does not shrink. It evaporates.

This is a mathematics with a name and a logic and a momentum of its own. For now the point is only to let the number lose its abstraction, so that when South Korea is called the leading edge, it is clear what edge that means. This is not a country with a low birth rate. This is a country performing, in slow motion and in real time, the disappearance of a people.

And the reason to begin here, with the most extreme case, is not to suggest that the whole world sits at 0.72. It does not — not yet. The reason is that South Korea has run the experiment to a place the rest of us have not yet reached, and in doing so it has burned off all the fog. There is no arguing, in a village with one first-grader, about whether the decline is real, or future, or exaggerated by pessimists. It is present, and it is concrete, and it is wearing an oversized uniform in the front row. South Korea shows the trend with the camouflage removed. The task now is to remove the same camouflage from everywhere else.

Removing the Camouflage

There have been two layers of camouflage, peeled off one at a time.

The first layer was ambient growth — the longevity bulge, the one-time gift of the lifespan revolution, the mass of people who used to die young and now live into old age. That bulge swelled the headline population for a century and is still swelling it now, and it has nothing whatsoever to do with whether a society is producing new human beings. To see the real trend, you have to look past the count of living bodies and find the rate at which new ones are entering the world — to separate the principal from the lump sum.

The second layer was inflation — the phantom, the systematic overstatement of the official figures by the governments with the most to gain and the least to fear from being caught, weighted most heavily over exactly the countries that supposedly hold the future's growth. To see the real trend, you have to discount the figures that float free of verification and lean, as the honest counters do, toward the smaller number.

Now strip away both layers at once and ask the only question that determines the long-run human future: not how many people are alive, but how many new people are being made, relative to the number required to hold steady? And the answer, once you ask it that way, is no longer in any serious doubt. More than half the countries on Earth are now below the replacement rate of 2.1. Something like two-thirds of all human beings live in a country that is not making enough children to replace itself. The global fertility rate, which sat above five within living memory, has fallen to somewhere near the replacement line and is still dropping. The decline is not a forecast. It is a measurement, already taken, of births that have already failed to happen.

The developed world crossed this line so long ago that we have stopped noticing. Japan's fertility has been below replacement since the 1970s and below 1.5 for thirty years — not a recent shock, not a pandemic artifact, but a structural fact older than most of the people now worrying about it. Germany's native-born population has been shrinking for decades; its appearance of stability has been bought entirely with immigration, a distinction we will come back to. Across the European Union, more people now die each year than are born in nearly every member state, the populations held level only by migration from elsewhere. And in the United States — the great demographic exception among rich nations, the country that always grew — fertility has fallen to the lowest level in its recorded history and keeps drifting down. The American baby boom, it turns out, was never the trend; it was a single post-war spike, and each generation since has been smaller than the last, the echo of the boom fainter than the boom, the echo of the echo fainter still. Underneath the spike, the line was always pointing down.

The Most Trailing Indicator There Is

At this point a reasonable person raises the obvious objection. If the real birth rate fell below replacement decades ago across the entire developed world, why is the global population still going up? Why does every headline still announce a rising number, eight billion and climbing? If the decline is so advanced, where is it?

The answer is the key that unlocks this whole confusing picture, and it is this: the total population count is the most trailing indicator there is. It is the very last gauge on the dashboard to move. By the time it confirms a decline, the decline is thirty or forty or fifty years old.

There are two reasons for the lag, and we have already met both. The first is the ambient cohort — the longevity bulge, the enormous mass of people the lifespan revolution delivered into old age, who go on living, and being counted, for decades after the birth rate beneath them has collapsed. They keep the total propped up like scaffolding around a building whose foundation has already been dug out. The second is what demographers call population momentum: a society that has recently had many young people will keep producing a fair number of births for a while simply because there are so many women of childbearing age, even if each of them is having far too few children. The age structure carries the total forward on inertia long after the per-person rate has turned.

Put the two together and you get the central illusion of our moment. A country — a world — can have its reproductive future already decided, its birth rate fixed well below replacement for a generation, its eventual decline locked in beyond any hope of reversal, and still show a rising headline population for decades, because the old are living longer and the momentum of a once-young age structure has not yet run out. The total keeps climbing while the engine is already dead. And because we watch the total — because the total is the number in the headlines and the projections and the textbooks — we mistake the inertia of a coasting vehicle for the power of an accelerating one. We have been reading the most backward-looking gauge on the panel and calling it a forecast.

This is why the peak, when the total finally rolls over and starts down, will surprise almost everyone, even though it was guaranteed decades in advance. And it is why the most defensible reading of the corrected evidence is this: that the real peak — the high-water mark of human numbers in any sense that matters — is not a distant event somewhere out near the end of the century. Adjusted for the longevity bulge that is about to deflate and the inflation that flatters the count, it is either nearly upon us or already behind us, and much of the headline figure that remains is not a reservoir of future growth but a cohort of the elderly living out the final decades of a transition that will not come again.

The Claim, for the Record

Here is the foundational claim, set down plainly, because everything that follows rests on it, and you are entitled to know exactly what you are being asked to accept.

It is not an apocalyptic claim. I am not predicting that humanity vanishes, or that the decline is uniform, or that some village's single first-grader is a forecast for the species entire. The claim is directional, and it is this: the era of human population growth is ending, and the next era — the one the rest of this book is about — is an era of decline. Not "growth slowing toward a plateau." Decline. The question worth arguing about is no longer whether the human population is turning down. That was settled, invisibly, in the maternity wards and the empty classrooms, years ago. The only questions left are how fast, and what it does to everything we have built — every market, every institution, every asset, every political coalition, every assumption — on the unexamined premise that there would always be more of us next year than there were this year.

And here is the part that makes this more than a melancholy footnote about Korean schools. Decline is not simply growth played backward at the same gentle pace. The same force that built the modern world — compounding, the relentless multiplication of one generation into a larger next — does not switch off when the birth rate falls below replacement. It reverses. It begins to compound in the other direction. The hundred that became thirty-six does not stop at thirty-six; it goes to thirteen, and then to five, each step feeding the next, the decline accelerating under its own logic exactly as the growth once did.

That reversal — why a population, once it tips, does not drift down but falls, and why it is so very nearly impossible to stop once it has begun — is the mathematics we turn to next.
